DIRECTOR, SMALL BUSINESS DEVELOPMENT CENTER

DEFINITION

Under the administrative direction of the Superintendent/President, with assistance from the Dean of Workforce and Community Development, responsible for the coordination and supervision of activities of the Small Business Development Center; provides in-depth consulting sevices and formal and informal training to current and prospective local/regional small business owners with regard to business management practices; facilitates regional business creation, retention, and expansion; interacts with Federal, State, and local governmental economic development agencies; and dloes related work, as required.

SPECIFIC DUTIES AND RESPONSIBILITIES

  • Coordinate SBDC service delivery to SBDC regional satellite operations, assuring all programs are in compliancwe with applicable guidelines and regulations.

  • Evaluate SBDC programs and implement new programs and/or changes to existing programs, as necessary.

  • Participate in activities of other components of Hartnell College, as feasible and appropriate.

  • Meet with current and/or prospective local/regional small business owners to provide general counseling regarding business management practicies, providing specific technical assistance in planning and/or marketing and/or financing, as feasible and appropriate.

  • Conduct client follow-up activities and complete project evaluation reports.

  • Plan, coordinate, conduct, and supervise delivery of seminars and conferences sponsored by or provided directly by the SBDC.

  • Market SBDC programs by making presentations to local and regional business and civic groups and organizations.

  • Maintain network of resource business assistance organizations, business professionals, and economic development agencies.

  • Develop speeches for presentations an/or articles for publication, as necessary.

  • Facilitate creations of systems and sites for delivery of SBDC business counseling services; facilitates creation of SBDC business seminar series offerings.

  • Prepare and monitor SBDC program budgets.

  • Prepare and/or oversee preparation of reports for the District, the California Community College Chancellor's Office (CCCCO), the UC Merced Lead Center, and the U.S. Department of Commerce SMall Business Administration, as necessary.

  • Administer SBDC client records and operational systems to assure audit readiness.

  • Administer data entry into the California SBDC Managemnt Quality System (MQS) database.

  • Orient, train, assign, supervise, coordinate, and monitor work performed by staff; plan and coordinate staff service activities for professional and personal growth.

  • Monitor contract compliance of independent contractor consultants retained by the District to provide specific services; interpret, apply, communicate and explain pertinent laws and/or District and/or external agency business and/or other regulations, policies, and procedures; participates in various District and community committees as required; establishes and maintains effective and positive relationships with faculty and staff; work collaboratively with Hartnell Colelge departments; operate a computer, assigned software and other equipment; perform other duties as assigned.

MINIMUM QUALIFICATIONS*

  • Sensitive to, and understanding of, the diverse academic, socioeconomic, cultural, ethnic and disability backgrounds of community college students and the community at-large.

  • A Bachelor's degree or higher in any subject (business related coursework or Master's degree desirable).

  • Five years experience in business consulting, business management, or related program management at a community college, community-based organization or in private industry.

  • Desired qualifications: Business related coursework and Master's Degree.

CONDITIONS OF EMPLOYMENT

Regular, Full-time, academic management, 224 days per year position. Annual salary range: $80,137 to $92,984. District-assisted health and welfare coverage for the employee and dependents includes medical, dental, and vision. Life, accident, and income protection insurance premiums are provided for the employee only. The District participates in contributions to the appropriate retirement system, which is a required membership for the position. Position is contingent on renewal of annual grant funding.


All offers of employment are contingent upon approval by the Board of Trustees, receipt of official transcripts verifying the degree stipulated under the minimum qualifications section, employment verification, and any other pertinent documentation.

Individual selected is required to be fingerprinted and must submit to a tuberculosis examination.
