DIRECTOR OF HUMAN RESOURCES AND EQUAL EMPLOYMENT OPPORTUNITY

Under general direction of the Superintendent/President, administers personnel procedures, programs and policies and directs the operations and activities of the Human Resources Office. Provides central personnel and human resources services for all segments of the college, including responsibility for equal employment opportunity and staff development programs. Maintains and coordinates an effective employer/employee relations program for all personnel.
REPRESENTATIVE DUTIES:
- Responsible for development and maintenance of job descriptions, and classification and salary schedules.
- Directs a variety of technical personnel work including classification analysis, salary surveys, performance test validation and human resources research.
- Facilitates appropriate recruiting practices for all positions and monitors all selection processes to ensure enforcement of equal employment opportunity policies.
- Consults with Superintendent/President and establishes appropriate salary placement for both academic and classified staff.
- Ensures maintenance of computerized personnel records and HRIS to provide records and reports requiring close liaison with payroll and systems support departments.
- Oversees department budget preparation and control.
- Maintains all personnel and equal employment opportunity manuals and policies.
- Investigates complaints of discrimination under District, federal and state procedures and prepares responses, including coordination with attorneys who may represent the District.
- Provides support for District negotiating teams; interprets and enforces bargaining unit contracts.
- Develops and implements policies and procedures to ensure compliance with Chancellor's Office directives and state and federal regulations.
- Counsels with employees to facilitate resolution of personnel and equal employment opportunity matters and positive employee relations.
- Provides health and welfare and Workers' Compensation program information.
- Provides managers and employees with interpretation of human resources policies and programs, as well as related local, state, and federal laws and regulations.
- Implements current laws, regulations, policies and trends that improve personnel practices.
- Provides effective orientation and training programs for all employees including supervisory training in college practices and methods.
- Make optimum contribution to employee morale through effective communications programs, employee services and benefits, and personal contacts.
- Serves as chairperson of the college Diversity, and Staff Development Committees; serves as a member of the President's Cabinet.
- Participates in professional and community organizations appropriate to the assignment.
- Assume additional managerial
responsibilities as assigned.
MINIMUM QUALIFICATIONS:*
- Must be sensitive to and understanding of the diverse academic, socioeconomic, cultural, disability and ethnic backgrounds of community college students and the community at-large.
- A Bachelor’s in human resources management or a closely related field.
- Three years
of recent management experience in Human Resources.
DESIRED QUALIFICATIONS:*
- A Master’s in Human Resources or a closely related field.
- PHR/SPHR Certification.

CONDITIONS OF EMPLOYMENT:
Regular, full time, classified management position. Salary range: $93,146 to $104,649 per year based on 224 working days (placement dependent upon relevant experience). Annual doctoral stipend: $1,500. District-assisted health and welfare coverage for employee and dependents includes medical, dental, and vision. Life, accident, and income protection insurance premiums are available for the employee only. The District participates in contributions to the appropriate retirement system.
Individual selected must be fingerprinted and submit to a tuberculosis examination.
