Hartnell College Welcomes César Torrico as New Vice President of Human Resources
César brings nearly 30 years of experience in human resources leadership and educational administration across diverse school communities throughout California. He most recently served as assistant superintendent of human resources for the Alum Rock Union Elementary School District, where he oversaw labor relations, recruitment and retention, employee relations, and organizational development.
César is known for building collaborative labor management relationships and promoting equitable, transparent personnel practices. He has negotiated multiple collective bargaining agreements and has extensive experience supporting positive workplaces for employees and students.
He earned a bachelor’s degree in history and a master’s degree in Chicano studies from San José State University.
Outside work, César hikes, visits San Francisco, and cheers for the 49ers, Giants, and Warriors. He and his wife have been married for 28 years and have two children.
